Tucson-area RV dump stations
Short answer: in Tucson itself, you can dump without camping at Pilot #593 (I-10 Exit 268, southeast side) or at Catalina State Park on N. Oracle Rd. Arizona State Parks charges $20 per vehicle at Catalina if you aren't camping there. Gilbert Ray Campground and Picacho Peak State Park have dumps, but they're campers only. Along I-10, Love's in Eloy (Exit 203) and Benson (Exit 302) both list RV dump service.
Open to the public
Pilot #593 (5570 E Travel Plaza Way, Exit 268) lists an RV dump station and propane on Pilot's official page. No fee is posted, so pay or ask inside.
Catalina State Park (11570 N. Oracle Rd) has two RV dump stations. They're free for registered campers and $20 per vehicle for everyone else, per Arizona State Parks. Park day-use hours apply.
Campers only
Gilbert Ray Campground (Pima County, Tucson Mountain Park): Pima County says the dump station is only for campers and that public use of the dump station or dumpsters is prohibited. RV sites are $35/night. Rigs are limited to 40 ft, and RVs over 25 ft should come in from Ajo Highway via Kinney Road, not Gates Pass. RV fresh tanks can only be filled at the dump station.
Picacho Peak State Park (I-10 Exit 219): the dump station at the campground entrance is included with camping and is not available to non-campers.
On I-10 either side of Tucson
Northwest, toward Phoenix: Love's #972 in Eloy (Toltec Rd, Exit 203) lists RV Dump Service, RV Friendly Parking and an RV hookup.
East, toward New Mexico: Love's #460 in Benson (Exit 302) lists RV Dump Service and bulk propane.
ADOT rest areas statewide don't have RV dump stations, so don't plan on one between towns.
